Speaker Biography:

Giacomo serves companies in the successful resolution of contract audit issues stemming from Defense Contract Audit Agency (DCAA)/Defense Contract Management Agency (DCMA)/Office of Inspector General (OIG) audits  - including complex Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFARS), Cost Accounting Standard (CAS), and Uniform Guidance (2 CFR 200) compliance matters and contract administration matters. He assists clients in the preparation and submission of their incurred cost proposals/NIRCA/forward pricing/provisional billing rates and serves in advisory capacity throughout audit/final rate negotiations. Giacomo has lead multiple teams in the preparation and successful negotiation in responding to Government request for proposals (e.g., DoD/BARDA/DTRA/USAID) - including complete cost volume proposals and preparation of CAS Board Disclosure Statements (CASB DS-1).

 

Giacomo has previously consulted at Argy, Wiltse, Robinson, P.C., Navigant Consulting, and worked in the Department of Transportation, Office of Inspector General as an attestation auditor. Giacomo holds a 

Masters of Accountancy from Rutgers University and a B.B.A., Finance, from James Madison University.
