Event Description:
Our "official" program begins at 7 p.m. Mr. David Harvey has 30 years of audit and financial management experience and is a faculty member with the National Defense University's College of Information and Cyberspace. His teaching experience includes serving on the adjunct faculty of American University and Northern Virginia Community College as well as developing and presenting continuing professional education seminars.
Needless to say, procurement fraud touches many organizations costing them time and money in bolstering administrative and security controls. Come learn from a seasoned professional about how business processes can help prevent and detect improper awards and payments. Our Speakers
David Harvey, CPA, CGFM
Faculty member, National Defense University's College of Information and Cyberspace
Mr. Harvey has nearly 30 years of audit and financial management experience in the federal sector. Prior to joining the faculty of the College of Information and Cyberspace in October 2018, Mr. Harvey served as the Chief Audit Executive leading the internal audit function at the Federal Retirement Thrift Investment Board, where he reported to the agency’s Board and its Executive Director as part of Thrift Savings Plan oversight. In that role, he oversaw the annual audit of information security controls under the Federal Information Security Management Act (FISMA), cyber-penetration testing and follow-up, and other reviews. Mr. Harvey also served as the Deputy Director of the Corporate Controls and Reviews Department at the Pension Benefit Guaranty Corporation, where he oversaw documenting and testing of financial reporting, NIST 800-53, and entity-wide governance controls; performing entity-wide, business process, and improper payment risk assessments; and remediating Office of Inspector General and Government Accountability Office recommendations. Mr. Harvey started his career as an auditor with the Defense Contract Audit Agency. His teaching experience includes serving on the adjunct faculty of American University and Northern Virginia Community College as well as developing and presenting continuing professional education seminars.   
Kathleen Sobieralski
Professor Sobieralski earned her B.S. in Accounting / Business Administration from Saint Mary's College (Notre Dame); an M.B.A from Indiana University (South Bend); and an M.S. in Accountancy from the University of Notre Dame. She completed the dissertation phase of her Ph.D. in Educational Leadership at Indiana State University and currently remains an A.B.D. She brings over 10 ten years of experience teaching and learning at a distance, and manages a curriculum of 21 courses in Undergraduate Accounting for the University of Maryland University College. Kathleen is a long time educator member of professional organizations including the Institute of Internal Auditors (IIA), the Information Systems Audit and Control Association (ISACA), American Accounting Association (AAA), the Association of Certified Fraud Examiners (ACFE), the Association of Government Accountants (AGA), and a founding member of UMUC's IMA Student Chapter.
